隨著美國《GENIUS Act》推進,以及Visa與全球主要金融機構陸續將穩定幣納入清算與支付架構,全球正迎來一波堪稱近代史上規模罕見的貨幣支付系統升級。穩定幣已從單純的新興科技,演變為重塑跨境金流與國際貿易規則的關鍵金融基礎建設。Financial Times與McKinsey & Company先後指出,穩定幣正走向「核心金融基礎設施」,2025 年更可能成為跨境支付應用加速的重要轉折點。對臺灣金融業與進出口企業而言,這不僅是監理與商業模式的新課題,也是強化企業服務、布局新一代金流走廊的關鍵契機。
外貿協會穩定幣論壇為企業提供實戰平台

TAIPEI, Taiwan — November 21, 2025 — As stablecoins transition from a niche innovation to a foundational component of global payments, the Taiwan External Trade Development Council (TAITRA) will host the “Stablecoins and the Future of International Trade Forum” on December 15 in Taipei. The event brings together international leaders across finance, technology, and trade to discuss what many consider the most consequential upgrade to the global payment system in modern history—and its implications for Taiwan’s trade-driven economy.
Stablecoin Adoption Has Begun: From Concept to Daily Operations
Digital settlement is no longer a distant vision; it is already taking place within global supply chains. According to the TAITRA Index, a survey of more than 2,500 companies conducted in September, nearly 5% of surveyed firms and over 10% of overseas Taiwanese businesses have already used stablecoins for cross-border payments or settlement.
“These numbers make one thing clear: the market has moved beyond experimentation,” TAITRA noted. “For companies operating across multiple time zones, stablecoins provide near-instant settlement, reduce friction, and enhance supply chain resilience. This is now a matter of operational efficiency—not theory.”
Global Perspective: Standards, Innovation, and Regional Leadership
To frame this structural shift, the forum convenes speakers representing the full stablecoin ecosystem—from the underlying protocol layer to real-world payment applications.
Circle, issuer of USDC and a global leader in digital currency compliance, will deliver the keynote address. Circle will outline how stablecoins function as an emerging settlement protocol that interoperates with the traditional banking system to reduce cross-border trade friction.
In a first-of-its-kind regional dialogue in Taipei, representatives from the Japan Cryptoasset Business Association (JCBA) and the Korea Fintech Industry Association (KORFIN) will examine how Japan and Korea have advanced from exploration to active deployment. The session will highlight regulatory structures, industry coordination, and public adoption patterns that enabled their progress—providing insight into how Taiwan might design its own roadmap.
A high-level conversation between Dr. Chen-Yu Lee, Chief Economist of TS Holdings, and Nischint Sanghavi, Visa’s Head of Digital Currencies for Asia Pacific, will explore the evolving relationship between banking stability and payment innovation. The discussion will address whether stablecoins represent disruption—or the next necessary layer of global digital financial infrastructure.
Taiwan’s Practical Needs: Compliance and Execution
Recognizing that adoption requires clarity and confidence, the forum dedicates two sessions to the operational realities facing Taiwanese enterprises.
A technical compliance panel—featuring legal, accounting, and industry association experts—will decode the current landscape governing taxation, internal audits, and the legal treatment of digital assets in Taiwan. The session is designed to move beyond general theory and focus on actionable corporate requirements.
Complementing this, a practitioner session will showcase Taiwanese enterprises that already use stablecoins in daily operations.
